Parliament debates the Community Empowerment (Scotland) Bill

The time and date for the Stage 1 debate on the Community Empowerment (Scotland) Bill has now been agreed by the Scottish Parliament. The debate will take place in the Debating Chamber of the Scottish Parliament at 2pm on Tuesday 3 February 2015.

This is the stage at which the full Parliament considers all of the finding and recommendations made by the Local Government and Regeneration Committee on the Bill, in its Stage 1 report. This is based on all of the written and oral evidence the Committee received over the last eight months while scrutinising the Bill.

The Committee's Stage 1 report on the Bill is available online to read, as is SCDC's news story on the Committee's report.

This parliamentary debate on 3 February is open to the public and tickets for the public gallery can be booked, free of charge, from the Parliament's Visitor Services Department. If you cannot attend the Parliament in person, the debate and will also be broadcast live on the Parliament's website. If you would like to watch it online go to the Scottish Parliament TV website at 2pm on 3 February and select the channel for the Debating Chamber:

If the Parliament votes to agree the Bill at Stage 1 (at Decision Time at 5pm on Tuesday 3 February), the Bill would then proceed to Stage 2, which is the first stage at which MSPs can seek to make amendments to the Bill. CHEX will keep you informed of progress. If you wish to find out more about the stages of a Bill, and how the Parliament considers legislation, please see the guidance on public bills section of the Scottish Government website.

Finally, the Committee has produced a short video about its Stage 1 report on the Bill. This video outlines some of the extensive Stage 1 scrutiny the Committee has undertaken on the Bill and features an inspiring community organisation the Committee met with during one of its visits. In Dumfries in October 2014 the Committee met with The Usual Place/Inspired Community Enterprise Trust, and they feature in this video.
